The Georgia Dream Homeownership Program: Down Payment Help for First-Time Buyers

One of the biggest obstacles for first-time homebuyers isn’t qualifying for a mortgage — it’s coming up with the down payment. In Georgia, the state has a program specifically designed to help with that: the Georgia Dream Homeownership Program. As a licensed mortgage broker, I work with this program regularly, and I want to walk you through exactly how it works and whether you might qualify.

What Is the Georgia Dream Program?

The Georgia Dream Homeownership Program is administered by the Georgia Department of Community Affairs (DCA). It offers eligible first-time homebuyers two main benefits:

  1. A 30-year fixed-rate mortgage at a competitive below-market interest rate
  2. Down payment assistance of up to $10,000 (or more for qualifying borrowers) that does not need to be repaid unless you sell, refinance, or pay off your mortgage within a certain period

How Much Down Payment Assistance Is Available?

The standard Georgia Dream benefit is $10,000 in down payment assistance. But certain groups of buyers qualify for more:

  • $12,500 for public protectors, educators, healthcare providers, active military, and veterans (the “PEN” program)
  • $10,000 for buyers in designated “Choice” counties
  • Additional assistance may be available through local DCA partner programs depending on your county

Who Qualifies for Georgia Dream?

First-Time Homebuyer

You must be a first-time homebuyer, meaning you haven’t owned a home as your primary residence in the past three years. If it’s been more than three years since you last owned, you may still qualify.

Income Limits

Income limits vary by household size and county, generally ranging from about $75,000 to $120,000 depending on your area. The limits are higher in higher-cost counties like Fulton, Gwinnett, and Cherokee.

Purchase Price Limits

The home you purchase must fall under the program’s purchase price limits, which range from roughly $250,000 to $385,000 depending on location. This makes the program most useful for first-time buyers purchasing more modestly priced homes — which in Georgia still buys you a very nice home.

Credit Score

A minimum credit score of 640 is required for Georgia Dream. This is higher than FHA’s minimum (580), but still accessible for many buyers who’ve been working on their credit.

Homebuyer Education

All Georgia Dream borrowers are required to complete a homebuyer education course. This can be done online and typically takes a few hours. Many buyers find it genuinely useful.

How Does It Work with FHA, VA, and USDA Loans?

  • FHA + Georgia Dream: FHA requires 3.5% down on a $250,000 home = $8,750. Georgia Dream covers $10,000. The buyer may need zero out of pocket for the down payment.
  • USDA + Georgia Dream: USDA loans require zero down payment. Georgia Dream assistance can be used toward closing costs instead — potentially making this a truly zero-out-of-pocket purchase.
  • VA + Georgia Dream: Veterans with VA eligibility can use Georgia Dream to cover closing costs on an otherwise zero-down purchase.

How Do I Apply?

You don’t apply directly through the state. You work with a Georgia Dream-approved lender (like me) who submits the application on your behalf as part of the mortgage process. The process is not complicated, but it does require working with a lender who is enrolled in the program and knows how to navigate it. I’ve done this many times.
